Ofcom regulate TV, Radio, Fixed & Mobile Telecoms, plus the airwaves over which Wireless devices operate. 0800 numbers Ofcom have changed as of July 2015 so they are all free to call from all UK networks including mobiles.
Ofcom operates under the Communications Act 2003. This detailed Act of Parliament spells out exactly what Ofcom should do to ensure that people in the UK get the best from their communications services and are protected from scams and sharp practices, while ensuring that competition can thrive.
Ofcom rarely get involved in any commercial disputes between two companies, they are concerned with protecting individual's rights and ensuring a competitive environment remains the best for consumers choices.
Ofcom allocate number range holders with 0800 ranges, these are then placed on to a network (this may not be the number range holders network as they may not have one).
The 0800 number range holders then allocate particular 0800 numbers to end companies or end users to use. The ownership of any 08 number first lies with the number range holder - but then respects any commercial terms & conditions that have been agreed.
