Certain rules exist regarding porting, firstly crucially a porting relationship (a commercial agreement) must exist between the two carriers in question, this is a two way relationship. This must be formed otherwise it is not possible to arrange any numbers to be transferred. Many companies have not arranged these agreements between each other yet.

Ofcom state these relationships should exist, especially if commercial pressure is applied by end users as it should be a free market with free movement between carriers, in practice this is not always the case & companies do get stuck because they choose a carrier where they can then not move away even if they wanted to.
